    It could be as simple as the human analogy...
    Maori were put back to dependent babyhood once their village/tribal system was essentially disbanded by Europeans. Now they are starting to grow up again...but they've only reached the 'terrible twos'...
    Do you realise how many holes there could be if people would just take the time to take the dirt out of them?

    You don't need to. All you need to do is change the law. There is the will amongst the people to do this. There isn't the spine amongst the political types to do it.
