The information appears to be correct when 200k is bandied around as a retail price. If not believing the media, should I spend half a day phoning up (and being fobbed off onto other) government departments, only then getting 1/2 the truth?

I am not stupid enough to 'educate' people on the issue as that can only lead to one thing; losing my job.
However I would state that the one of the functions of Procurement is to go to market to create a competitive bid for a product or service. If procurement, or more accurately the tender process didn't exist then then there would be minimal to no competition and Govt would always just pay 'market rates'......

OK, you have proved my point regarding phoning up government departments to get information. The media is obviously the most convenient portal for TPTB to release any information to the public. An emergency press-conference "after the fact" being the other.

Not much fun finding your back wheel 2-3 feet in the air at speed as well as the huge kick in the ass I felt with the impact
