Addicts are generally treated like criminals for their criminal actions, until then there lifestyle goes largely unnoticed. if they are avoided or degraded for their mental state then so be it, Its not a healthy way to be.Actions have consequences.
I can go along with addiction being a disease, But its an entirely self-inflicted one, thats the path they chose with full knowledge of the likely outcome, The consequences are theres to pay in the first instance (so pay them and stfu), and then their families and societies at large.
There is treatment and support offered available for addicts at every level of there journey, and like that initial decision to be a user the direction they take is in their hands and only in their hands, wherever they are, they are to blame...no matter what medical terms anyone wants to hang on their situation.
