They chose to use the same model bike as us and dress like us so it triggers a preconditioned responce in people when they see him. The same as some security companies putting red and blue lights on their cars and using coulour schemes simmilar to the police. As long as the lights don't opperate and they don't use police insignia then no law broken.

There's a guy who works at Churchur hospital who rides a white K100 ex-patrol bike. Has a BMW top box where we used to have the radio box. He has a Series 3 BMW flip up helmet, and wears a yellow flouro to and from work.
I bet if I spoke to him he'd tell me that nobody cuts him off or pulls out in front of him on his commute.
