choosing an a bike vs a car will depend on your situation. I personally tried to do only bikes for a while and found it ruined my enjoyment of riding as I had to be smartly dressed for work and business meetings, had to carry around lots of paperwork, a laptop etc all of which was made more difficult on wet days. So...I put the GSXR back in the garage and bought a car as well. (Still used the bike on days I didn't have to worry about meeting clients etc.) Relying on a bike for transport also makes track days all the more frustrating as if you stack the bike, you're up shit creek.
When I was a student, I had my ZXR250 but to keep things cheap, I bought a little Daihatsu Mira for $750 which got me around on the days I couldn't use the bike. (I had a $20k car too...but that is another story, I didn't want to use it for fear of its running costs!)
If I had a $4k budget for a vehicle, I would stay on a DECENT 250cc (like a CBR250rr or a ZXR250 - buy one that is a good runner but a bit cosmetically rough) and a cheap to run car. People underestimate how much fun those 250's can be! You don't need a 600cc or a 1000cc to have a whole lotta fun. In fact, I think I had as much fun on y 250cc as I have on 600's and 1000's.
