It's not broken. It's just because you're having to sit on a wide-open throttle to keep up with traffic.
All other things being equal, little motors with wide-open throttles tend to use more fuel than bigger motors making the same power at a crack off idle.
I'm sure there's a scientific explanation for that, but I don't know what it is. It's just something I've observed. My Scorpio 225 gets the same fuel economy as my 1200 Sportster (20km/L) if I thrash the former and baby the latter.
Hurry up and get your full licence and the problem will become irrelevant.
