Akz, come on, they're people just like you and I, no one who is law abiding or enforcing wants to shoot anyone, they don't go out of their way to get into situations where someone gets hurt or killed, there is such a thing as a genuine accident, pity is our Gov't is hell bent on making all accidents events that can be categorized and classified as fault or no fault, usually fault so a revenue stream can be generated from it.

If the story had unfolded differently with him coming out all guns blazing to regular police and had killed & maimed a couple then imagine the up-roar from that.
