What does it mean if someone (coming the opposite way) uses their left arm to make pointing-to-behind-them motions with their thumb?

I thought it might mean "watch out there's a { cop / speed camera / dead elephant on the road } that way", but I didn't see anything.

No, not a burning question, just mildly curious.

Usually ... COP .... (only the lazy ones stay in the same [profitable] location for a while)

or "other" hazard you would need to take caution for ...

It's your license/safety ... slow (or not) at your discretion ...
