    There's a provision somewhere is the traffic regulations which allows police to do things in the execution of their duty that the great unwashed cannot lawfully do. Like exceed the speed limit in pursuit or emergencies. And park whereever they like.

    Even so the police do not have carte blanche to ignore the rules: safety and reasonableness comes first.

    He's not 'parked' until the handbrake is on and out of the car, he's just stopped or waiting.

    Would you stop their to answer urgent cellphone call... yes!

    Tons of room to get past, even for truck. This is nothing, I have about three photos of them blocking my driveway from blue light stops and then there's the late night drink drive checkpoint who parks on top of the fire hyrdrant across the road...

    ...someone could test the law by running into the side of him while exiting the highway...I know who would be losing their case in court, and it wouldn't be the plod...even if he were wrong... I ran up the arse of a cop when I exited the A3 in Surrey when I was over that way some years back...I thought that I was in deep shit, but he didn't get out of his Rover very quickly so I did...the cunt had fathoms of gold braid on his epaulettes but he was also legless, dribbling and half asleep...I backed the old Renault out and drove on...

    LOL - was getting a ride home with a co worker and saw your bike up on the road works and you scrambling down the bank to (presumably) take that photo...

    Um - I admire your dedication and wonder how on earth you didn't get a serve from the road builders and all...

    Small world...

    Speaking as a resident that needs to use Poplar Ave to get out onto SHW1 I have no real issue with him being there. Speeding through there now is a real bloody hazard ....
