When it comes down to around 5 bucks each person in the country, and you're still making it financial, the question about changing our nation's flag, our national identity some might even say; an issue about the five bucks each cost, that's fucked up.
I think we should change it.
Perhaps the solid energy issue is also not just about money...

They were also made to pay a Carbon tax that would normally be equivalent to there profit margin to who?
They were made to stop production underground because of pike then had to lay off and pay a heap of redundancies. Yet more $$$$$$
China refused to honour contracts yet when NZ does for a Saudi sheep farmer, NZ shells out. Yet there was not a whisper about Chinas contracts they never honoured..........
On paper as a company they are pretty worthless unless you consider they own most of the mineral rights to NZ.
What's the bet they will be flogged off for bugger all to a Rio Tinto or a BHP.
Solid energy was badly run, were badly run, but the Government is happy to prop up the private bluff smelter but not their own company?
The number of jobs is similar the ownership is not.

To me, the issues that have failed solid energy, formerly coal corp is similar to fonterras current issues. They decided to use commodity price structure for the sale of coal international pricing. Originally coal corp was to supply NZ businesses competitive priced coal. But changed to a profit centre. Initially it all looked good until the commodity prices dropped. The coal is still a very valuable resource , but like other things will be sold off cheap for a foreign buyer to making money from NZ and effectively be adding to our international debt. Effectively we will be paying them to take our recourses.
Every thing that has been privatised has ended up costing more for NZ consumers. Not 1 thing sold has brought lower prices for, power, water,medical care, communications, etc etc.

Cost of the referendum init? We're discussing it now, for free. My point is that a flag change is not about money, money is how everything gets done, so anything can be made about it; but it's often just a distraction or diversionary tactic.

That is the officially released estimates of the cost as for my personal opinion changing it is not as important as using the money for more worthwhile ventures.
I find the use of a referendum funny when we have a history of governments ignoring the outcomes of CIR's anyway.
