I never said it wasn't legal to collect rainwater from your roof.
I said it was subject to resource consent. In other words, like pretty much every other country there MAY be constraints placed on your use of "your" water if that affects others. History's full of hydraulic monopolies, and laws controlling/preventing them have been around almost as long.
It's fuck all to get your G string in a knot about, the law's there simply to make sure arseholes don't starve their downstream neighbours of water.
