A good portion of that money will pay workers. Suppliers will get margins etc etc so thats all good.

And a good portion of that would pay workers and suppliers irrespective of what was built. A radical idea would be to build something in many areas in order to spread the wealth across the entire city, but that's just a bit too radical innit.
