Tasman District Council regulatory manager Adrian Humphries said as a result of complaints the council had been looking into removing the camp structures for safety and environmental reasons.
Initially it was thought the camp was on land owned by Land Information New Zealand, but research showed it was on private property. Because of the age of the title, the property owner's rights extended to the middle of the river.
Humphries said the council believed it had identified the property owner. The next step would be to approach them to have the structures removed on the grounds they were not safe and sanitary under the Building Act and were not permitted under the Resource Management Act.
