That's fair comment. Cancer is not a thing, it's a whole range of things, all of which fit under the same nominal umbrella.
Currently the govt is apparently hot on cardiac risk. Doctors have to quiz their patients about their lifestyle to assess their risk of heart attack. In the unlikely event that patients take notice and modify their lifestyle to reduce the risk of heart attack, it's highly likely deaths from cancer will increase.
It seems humans have a "use by date", despite the best efforts of officialdom we won't all live forever. Sports injuries apart, old dudes will tend to use more of the health budget than young people.
Still, there are civil servants making a very nice living out of this.
