Aside from the fact this is a money making scam & nothing more, they're trying to move it severly into the territory of the punishment far exceeding the offence.
One of the reasons the speed scam works is that it costs more to fight it then just to be extorted & move on, if they make it too expensive to be extorted I would expect to see backlash

Part of the reason that open road speeding fines really irritate me, is that if governments REALLY believed speeding kills, and they REALLY want to preserve the lives of their citizens and not just raise funds, would they not enact a law that all vehicles must be speed governed? Surely that would not be very hard to bring in over a few years?

Not that I am in favour of that! It just exposes the revenue agenda a little more and plays down the we must preserve lives view.

Kinda mostly agree with all that but.... Having driven HGV in UK where ALL trucks (except foriegn and Irish) are limited to 56mph I've seen it actually create more dangerous situations and other problems. On cars it would be even worse.
The problem being there will always be slight differences in speed due to tyre wear etc, this results in someone level pegging you for about 7 miles to overtake, you end up reluctant to brake or button off for danger ahead so you dont lose your precious speed.
People do dangerous last minute braking overtakes into double lane roundabouts as thats the only other factor you;'ve got to sdqueeze distance on someone.
Back to fines though, its NOT revenue gathering. Its a net loss as far a officers with patrol cars if you look at overall costs (police trainign and wages/car running costs, police base costs/court costs/non payment of fines). Cameras prob pay for themselves many times over but even then its an insignificant amount of money in terms of overall govt tax and spending.
I mean come on, how often does the average person pay a speeding fine. I have plenty of 'fun' on the roads over the years and in over 20 years driving i've had one camera and two patrol car fines, well under a thousand dollars. Now how much have i paid in rego and income tax over those same years???? huge difference.

The most unjust case that springs to mind was Carl, a Harley rider, he was hit and killed by a woman who had crossed double yellow lines to be on his side of the road. In court the Judge decided Carl had contributed to the accident by riding in the outer of his two lanes instead of the inner lane. Of course Carl didn't have a good word to say for himself. Accordingly the Judge fined the woman $1000. As it happened the woman was a doctor, and if she was married to another professional as would be common, that $1000 was the wettest of wet bus tickets.

Twenty speed cameras earned $25 million in 2015, good earners those things.
