Personally I would just prefer GST always be charged at source (i.e. by the retailer abroad) just like it already is for things like software downloads etc.
Two reasons for this:
- I am sick of NZ retailers pointing the finger at GST not being charged and saying that's why they can't compete. That's rubbish, 15% doesn't explain why goods here can be two or three times the price - even when you factor in shipping
- It would stop Customs adding the extra admin charges etc, plus the delay it causes
