Womad is currently on in town here: performers from all over the world, concert goers from all over the country. Many of the out of towners are camping at the racecourse where hygiene standards aren't quite what they might be at home. If the virus isn't in town next week it'll be a miracle.
Having now read the whole article, the author appears to be on the ball. The official figures always lag behind what is happening in reality. Countries that dealt with previous epidemics were aware of that problem and took decisive action immediately. Others, including us, not so much. If the government had suddenly closed schools, businesses and all public gatherings before there were significant numbers of cases there'd be an uproar. So instead we react to the evidence. It is the nature of a pandemic though that since the evidence is always lagging, the reaction is too late.
