Just because the Murder isn't solved, doesn't mean there is no evidence or that there isn't evidence that points to a perpetrator, only that it is not strong enough to build a legal case.

Furthermore, I would conjecture that if you filtered out from the results those who are in the 'high risk' categories:

Known Criminals/Gang Members/Affiliates

(and the obvious disclaimer that those people have the right to equal protection under the law and equal justice from the State)

The Bronx (I believe traditionally a high-crime area) has an 84% clearance rate, Brooklyn has a very low rate (which I believe also was traditionally a high-crime area)
