when driving in a hot area .. you DO NOT stop or slow down .. the direct risk of roadside IED's or RPG's/ Snipers, etc is too great

I think it might have more to do with how involved and publicised the US is in the world stage. Everything everywhere has its share of dropkicks. Because the US is so involved it just gets publicised. If you try to say that whatever organisation you belong to doesnt have its share of plonkers your kidding yourself.
