Years ago it used to be an excuse if you were pissed and had an accident while driving a vehicle.
The law was changed but traffic officers of the day had no power of arrest.
The MOT and Police were amalgamated to accommodate this, if my memory is correct.
There were other economies claimed as well of course but the above was the driving force.
I don't see how anyone can claim innocent because of the influence of any other substance either.
