Its a file extension that is used for file sharing. To download it you need to install a free program like Vuze or utorrent. Once you've configured them (which for a quick start just usually involves opening up specific ports on your router if you have one) you just double click on the torrent file to begin downloading.

The way it works is that while you're downloading it others are downloading it from you as well. It means that compared to a 'normal' download you will see more data traffic across your connection. Make sure you remove the torrent file from the program once it has finished downloading otherwise it will continue to upload to others.
