I suppose that it's far preferable to have them drowning in rivers and on beaches than in school pools (?). Although I have no idea how many kids drowned in school pools.
She didn't say it but another problem is the lack of "sports" oriented teachers (read males) in the primary school system.
Exactly what closed my kid's school pool, standards compliance costs and the lack of anyone at the school prepared to manage activities.
