In a nutshell yes.
PAYE works on the principal of projecting your earnings for the pay period (week, fnight/ month etc) over an entire year.
Then it takes this value, calculates the tax and breaks it back down to the period.
If you always get the same pay chances are your tax will be accurate (except in cases of 53 pay weeks falling in the tax year).
Most problems are human error. Holiday pay, lump sum payments, back pay, bonuses, commissions are frequently taxed incorrectly.
In most cases the employee gets overtaxed.

I'll second the notion of doing your own tax return. You can do your tax return on-line with the IRD. If you don't like the result at the end, then don't hit the submit button!
I also saw some site a few years ago that had a list of people due a refund but had never collected it... Can't quite remember what the link was though.
And as Hitcher says, it is your own $$ you are getting back. You overpaid your tax to the gubbermint and they are collecting the interest on it, so do your return and get back what is rightfully yours!

The other half signed up to see what he could be due. One return has come back so far and he's due about $23... so less their cut, he'd get about $11! I think we'll wait and see if he gets more from the previous years before deciding whether it's worth it.

That would be the 2008/2009 tax year - the 2008 one the site refers to will be the 2007/2008 tax year.
The other half is due a few hundred, not to be sneezed at, but I've requested tax summaries from IRD for him - see if the refunds are genuinely owed to him and then request the money from the IRD. I wouldn't mind paying the commission on the full total, but as there are four years he is supposedly due a refund, that's four lots of 12.5% as they do each separately.

I got to the point where I had filled out all the questions and closed the tab..fuck off, they dont need all that imformation about me. They should pay me for updating thier data base had I continued.
My name's not there, but they owe me heaps, on account of I pay quite a bit in donations but can never be bothered claiming the refunds.
Names won't necessarily be listed, as there are other factors, such as rebates from donations, and working irregularly. My son gets taxed as if he was working 52 weeks a year at whatever hourly rate he's on $30, I think), but he only works when he feels like it. He could be due quite a bit of money if his tax accountant (a.k.a. the vifferbabe) bothered to help him with it. Then we could get some of the money he owes us...
Such fun having the accountant's equivalent of "mechanic's car syndrome"....
