    Maybe here . not there yet though. But the programme was radio NZ 'Afternoons'

    Even simpler is just a surcharge on traffic fines. Add a 100% surcharge on traffic fines which is directed to the ACC account and there isn't even a need for the administration costs of seperately charging everyone's licence.
