They know the situation when they sign up and go crying when reality bites. It makes me laugh and is akin to someone signing up for a job on a fishing boat and complaining about motion sickness. Or similarly someone signing on as a chef and complaining about the heat in the kitchen.
97% of the complaints being erroneous would on close examination be statistically unlikely, and give more fuel for claims of corruption and cover-up.
Take a look at the Westminster law system: the police are always in the right, this starts at low level traffic offenses [said copper points the bone and you're fucked!.....defense is more expensive than the fine], and travels through to the highest echelon of law. The system is not designed to provide justice, the system is designed to provide control, and the police are there to do the governments bidding.
Proving the coppers are just as fucked up as the rest of society while [again] statistically likely, would strip away the control the government needs. The '97%' is confirmation that we suffer a 'law' system and not true justice, the later being a by product of the process and not the principle aim.
It's unlikely 97% of compalints are shite, some yes, but not that many.
Let's not forget who we're dealing with here and seek out a realistic solution. Oh look, there it is; a brick wall for bashing our heads against, which is what you might as well do when questioning a copper's integrity.

In a separate incident police arrested another motorcyclist yesterday after a short chase in south Waikato.
The motorcyclist was spotted doing 136kmh on State Highway 1 between Tokoroa and Putaruru but raced off after being stopped by police.
The man, who has been charged with reckless driving, finally came to a stop when he tried to overtake another slow moving police car, and smashed into the back of it.
Senior Sergeant Fane Troy said a pistol, ammunition and drugs were also found on the man
Considering that in 33 years of riding I have only observed the open road speed limit infrequently,I must therefore be dead.
I was wondering what that smell was.
I haven't bothered to read this thread fully,but I will make the observation that many recent deaths of motorists absconding from police seem to occur "shortly after the police called off the pursuit".Perhaps it would be safer if the cops continued the pursuit?
