I've no doubt they were bad back in the day, primarily because exactly the same attitude exists: do as we expect because we know better than you. The attitude hasn't really changed has it?
In this day and age surveillance is only required because people are given reason to plot against their govts by their govts for their govts. They shroud themselves in secrecy and commit atrocity out in the open in our name, then have the balls to blame us for it. No one can keep big brother in check and there is no doubt that even if you dissent they'll drag out your file and hit you as hard as they can. The next step is to remove due process in "special" cases and that's it... and as long as the "good" citizens and swallowers of what they are told sit and cower in their fear, it won't be too long before that becomes the case. You've got to be naive not to see it coming. The US have already done it through the NDAA and it's much easier to pick people off one by one than it is to deal with 1 million in the streets like on Brazil. That ain't paranoia, it's happening across the globe and it'll not be long before it's here too. Bring on Hekla or a tsunami or another decent quake or maybe a cyber attack and they'll slide the legislation through.
There's some real bad fuckers out there with some real bad plans, hardly surprising they need our compliance to allow them to take what they want whenever they want it and the surveillance gives them everything they need. We just need more jails, oh, hang on. No conspiracy, as you highlight, it's been going on for centuries.
