When I lived in Switzerland their equivalent of the road code started my saying "these are the rules". Then it went on to say "if the rules don't fit sort out the situation among yourselves". It finished be saying that if there was a PTT (Post, Telegram and Telegraph) bus involved what the bus driver says is law*.
*The Swiss bus drivers are some of the best drivers I've seen. Consider that they drive over some high mountain passes on some very narrow roads. The most fun I've ever had in a bus was being swung about while the driver drover hammer down trying to get us to the last train of the night. The bus was damn near sideways around some corners.
