Zee Germans problem was their efforts were chaotic, fragmented and had to account for the ever changing whims of their leader.
They spent far too much money chasing super weapons and trying to exterminate a race of people instead of providing shells and ammunition, decent cold weather equipment and fuel for their conventional forces.
