In withholding the funds approved by Congress Trump appears guilty of abusing the powers of the presidency. This also indirectly endangered the national security of the USA. In forbidding cabinet members and others to attend the Congressional hearings he appears guilty of obstructing Congress.

Any one of those three would be impeachable. Unless something changes though the Senate will not convict because the majority of Republican senators no longer serve the people, they serve Trump.

Trump is not handling the pressure well, especially since the Fox poll showed him losing ground and he'd have been watching Fox. Thus his six page unhinged rant.
