I know it has a fuelling problem..... 140 when thrashed and about 170 when going a steady pace..... used to get over 200 out of it, it’s running rich.
My back suspension is cranked right up and its still scraping the fairing, probably need a new shock & diet.
I’m not interested in buying a bigger bike because I don’t like / don’t want to fix up the 250. It’s simply because I “want one”.

The every reason why you should have one, just go get one, i wanted a 600 when i was on my 'R' ...so went and got one, and rode it, still had the 250 but sold that a few months after cos' it wasn't getting any use....
The reality is that by the time you've applied for it and they've processed it and got it back to you, your time would have just about passed. If you've got that good a reason to be exempted you would have applied already. They're well used to people trying to get through quicker.

Now, if you'd have said you've been racing mini-motos since five, then gone onto racing a 125 and winning the national series, then hopped onto a 250 and were sweeping the floor with everybody else, you'd have a very valid point for getting a bigger bike...
As for wanting a bigger bike.... Welcome to life..... We all want and often we don't get....
You lot have it easy... When I grew up we could only ride 50's between the age of 16 and 18. Only after that could you go onto something bigger....
Oh while I'm about it... If you want more power, go trade that poxy 250 four stroke in and get a two stroke, that'll about do it...

Have you done a defensive riding course?
Look into doing a CBTA course. It will reduce your time at each level of the graduated license. i.e. learner to restricted, and restricted to full.
If you're under 25 you can reduce the total learner and restricted time by up to 11 months (learner drops from 6 months to months, restricted drops from 18 months to 9 months).
If you're over 25 you can go through each level of the graduated system as soon as each level of training/assessment is completed. This can be as little as 8-10 weeks from learner to a full license.
Each CBTA level requires you to take and pass an approved course (approx.10 hours) before you be accelerated to the next licensing level. The courses cost about $250 each.
The only pre-entry requirements are you have a minimum of least a learner motorcycle licence, must have held a full car licence for 2 or more years (if over 25 years), and must have a reasonable driving history.
I haven't been involved with CBTA but it sounds like it is a better option then applying for an exemption. It could even make you a better rider.
Oh yeah - I forgot to add that if the CBTA sounds like it isn't you thing, then just do a standard defensive driving course.
If you're under 25 it will drop your restricted license period from 18 months to 12 months.
If you're over 25 it will drop your restricted license period from 6 months to 3 months.
