That is an important lesson for learners. While I agree the person is an asshole for spooking a newbie like that, it is almost always the ensuing panic that kills you, and not so much the scary thing itself. 
If I'm riding behind one of my newbies, I'll do an exaggerated finger-point at their L plate for the benefit of following traffic that is coming up quickly. I haven't really had something go bad yet - not that I didn't inadvertently create myself, anyway.
