That's not quite as simple to police, though. Everyone should exercise intelligence with regard to their fitness to drive, but legal drugs would open a can of worms as the warnings are not specific enough to stand up in court. If it was proven that a prescription drug was behind an accident, I guess they could use the charge of careless use, as they can with any distraction including fatigue.
Prescription drugs generally have different side effects for different people and it would require legislation based on scientific evidence that a particular drug has a particular effect, as is the case with illegal drugs which do have a known and predictable effect on people, it can only be argued how much it affects individuals, not the nature of the effect.
That's why the PTB are having difficulty with legislation as to the level of intoxication and have to resort to roadside testing to ascertain someone's fitness to drive. I'd be happy for anyone to be tested thusly regardless of what they have taken and treated the same.

That's the real issue, not everyone drives after drinking, and it is the OP that really gets everyone going. Some make a mistake or a error of judgement and the short sharp sentemce I proposed would sort them out. By the time they are recidivist, nothing will stop them except physically preventing them getting behind the wheel.
Nor bottles of booze, either, but that doesn't alter the fact that everyone knows that drink/drug driving is illegal if not dangerous. NO excuses!

These days there is absolutely no excuse for drink-driving and any person caught should automatically lose their licence for 28 days on first offense. Repeat offenders automatically 28 days in jail and 12mths loss of licence; racidivist offenders increasing jail time until they get the message along with permanent loss of licence.
Same for driving under the influence of illicit drugs.

Actually I must admit I missed it , but went back to have another look., yes its a good punishment , but people don't take into consideration the punishment , only the chances of getting caught ( according to Scotland yard in the last few pages of their history of...)
Also , you need to create an environment in which people make their own rules or judgment based on erroneous , influences ( ie being a have not , and not giving a shit . as no one gives a shit about me so why should I care about them...sort of thing )

Been the excuse of all ages past and to come: "no-one got hurt so what's the problem" nothing new here.
And that is what swings and roundabouts are all about. They reckon it takes 3 generations to make and lose money: one to work their arses off to make it, the next to reap the benefits of what their parents scrimped and saved for, the third to not appreciate it and blow it all. Same with discipline - parents who were brought up with harsh punishments will often go to the other extreme with their kids as they don't want them to suffer as they did (talking about generally caring parents here, who do love their kids not see them as a burden to bear through life); by the time their kids have children they are so used to being allowed to do whatever they like that all of a sudden a reversal in the punishment stakes is required to bring discipline back on track.
