If there is no seat, nobody's going to use the pegs... and they will only use them when he puts the seat back on.
Not really like Accessory lamps at all, as accessory lamps perform a function all by themselves. Just like the pegs do.
I could understand it if the pegs were there but didn't actually fold, or one was missing, then he would have cause to fail the bike.
Don't want to take OT, but I believe they can be ignored if disabled, if they don't comply. ie, lights comprising of LEDs must have 75% operational. Dunno, but pretty sure I've read that somewhere. At the same time tho, if lights don't comply with lighting laws, then they mustn't be there (as with my bosses bike however, we left the brackets in place, just took the lights off)

As for the lamps ... even if only the base of the lamp is there (no lense's or an electrical connection) It will fail.
I guess he was thinking if you had a seat ... footpegs are needed.
If you have footpegs ... a SEAT is needed.

three wof tests with singe seat and pillion pegs, Ive never been queried.
and if you have forward mounted highway pegs, do you need a seat on the fuel tank?
Same reasoning, a pair of foot pegs must mean a seat for the pillion who will use them.
Im sure a few harely riders would not mind a young lady using their highway pegs as they perch on the tank

got my last car wof given to me and told to fit new wiper blades, he said it was a fail but let me off as long as i did it
I had a wooden box fitted in place of the back seats in my Hilux. Mounted on the original seat mounts and took up the entire back seat area - no way anyone could have sat on it (in the box maybe, but the front seats touched it and it was full width and height). I'd removed the seat belt clasps but the belts themselves were still fitted. WoF Fail. Options were either a) remove belts also, b) remove box and re-fit seats or c) leave box in place and re-fit clasps - as long as the belts that were fitted worked, it didn't matter that no one could actually sit in there!. In the end it was easiest to remove the box and re-fit the clasps (but without the seat - that wasn't important!)
Reminds me of my Fathers' old Landy. He added seat belts himself - it was old enough it didn't have to have them. Then one day got a ticket for not wearing his seat belt. Makes sense, I guess, but he still felt a bit annoyed to be charged for not wearing something that didn't have to be there in the first place...
