So in NZ you can own a gun but unless you have a particular license you cannot fire it?
The system is as follows: (E&OE)
A category licence permits ownership of normal sporting shotguns and rifles.
B category permits ownership of pistols by members of approved pistol clubs
C category covers firearms held by a collector
D category = dealers
E category covers military style semi automatic rifles and shotguns.
An A cat licence requires relatively minimal security ie locked wooden cupboard etc. B & C require more secure storage made of steel (specified minimum thickness) and fastened to the building.
Dealers premises have to have comprehensive security arrangements probably alarmed etc etc.
So to answer your question, if a collector was holding some WW1 and WW2 pistols for example, and that would be fairly common, it would not be legal for him to fire them. His licence does not permit that and most such pistols would not be of a type approved for use in competition. A C licence does not permit the owner of a Vickers machine gun to fire that, and some years ago after a naval ship was decommisioned collectore bought Oerlikon anti-aircraft guns. They aren't permitted to fire those either.

no, you're not "allowed" to fire it on any license.

anyway. to address this shit, you cannot even OBTAIN (legally) a weapon capable of fully automatic fire on an E cat.
you can of course, obtain a military style semi-automatic (MSSA, as said)
and swap a few springs over, shave a sear and it might 'malfunction' to provide fully automatic fire... but that would make it illegal for you to have, because it's now "capable" and you don't have a C cat.
BUT, if you don't have a C cat, is there anything restricting you from it?
OR, if you're not a PERSON...
Unless you are wanting to spray and pray, semi is all you need anyway.
