Generally it's considered shouting, and therefore bad netiquette. You'll find people will initially get quite pissed off at it til they come to understand that you do it due to medical reasons.

What browser do you use? The reason I ask is firefox has the ability to actually increase the size of the text. It doesn't actually change the screen resolution just the text size. If you haven't tried it you can download it from here. Once installed you just go View - Text Size - Increase (or alternately hold down the control key and press '+' until it's the size you want.

I personally find it harder to read, but ok....

You can always set up the prefs in IE to make your font size bigger....
