not usually, most desktops are manually switched. nice big blue spark if you **** it up. some of the higher end psu's for gaming/overclocking niche markets are. most laptop psu's are automatic however if that's what you meant.
and yeah running on 110v halves power usage. just like tying knots in cords stops lightning strikes killing devices plugged in.....
