The Government wants the special orders to be extended to a broader group of offenders and for the maximum 10-year time limit to be abolished.
Attorney-General Chris Finlayson vetted the legislation and found it was inconsistent with Bill of Rights provisions which protected against retroactive penalties and double jeopardy.
His report was backed by the New Zealand Law Society, which said these rights were "fundamental constitutional safeguards" which should not be "eroded through incremental amendment".

MPs will debate the bill when Parliament resumes this month and it is expected to get cross-party support. The Government is determined to get the bill passed this year so it can continue to closely monitor 25 high-risk paedophiles whose 10-year orders will run out next year.
Labour MP Phil Goff said he was "worried" about the human rights implications but he was confident the orders would be preventive measures and not used punitively. He knew some of the high-risk paedophiles from his time as Justice Minister and said they had low IQ and low self-control and were a significant risk to children.

It's not difficult to convert most of it into something very close to layers of the crude oil from which they were made. At which point the collection of it is easily paid for, just on the value of the fuel and other products created alone. Except for PVC, any trace of PVC in the feedstock and you're in trouble, makes chloride-related compounds that are quite toxic and very difficult to separate or make safe. Find a way to identify and remove PVC effectively and reliably from that collected stream of garbage and I can make you a wealthy man.

Perhaps he's paid his taxes like a normal joe. And as you say, even if he hasn't, all he has to do is apologise and then he can get on with the job of using his wealth to make people laugh whilst helping them directly. The FSB recommended that governments make statutory the confiscation of depositors' money (also known as unsecured debt) if the assets of the bank plus all secured debt is insufficient to keep them afloat. This has come to be known as a bail-in.
Further, the FSB has put our pension funds at risk as well. They require banks to hold a buffer of securities to be liquidated to prevent insolvency ahead of resorting to deposits. Among other instruments in these buffers are bonds in which pension funds are invested.
Let's suppose you have a good amount of cash in a Wells Fargo savings account. Furthermore, your pension fund is invested in bonds which WF owns in their emergency buffer account. The next financial crash occuor insolvency, bank regulators force WF to liquidate its assets and it's secured debt to raise cash. If that is insufficient the buffer securities will be sold off next. There goes a chunk of your pension fund's money. And if THAT is insufficient the regulators will go after the cash in large deposit accounts first, then, perhaps, get to yours.

The bottom line is, the government is preparing to legitimize the theft of our savings in order to prop up irresponsible and unscrupulous bankers.
